New HIV Statute and Regulations for Rhode Island Physicians & Nurses If you are a licensed physician, physician assistant, certified nurse practitioner,
midwife or registered licensed nurse, you do NOT need to be certified by the Rhode Island Department of Health by April 1, 2011 in order to conduct HIV rapid testing and/or provide pre/post counseling.
To support the ongoing HIV health education and risk reduction for licensed medical
personnel, the Rhode Island Department of Health has partnered with the Warren Alpert Medical School of Brown University to develop educational initiatives focused
on the myriad of changes in the new HIV statute and regulations. These courses provide continuing medical education for physicians and nurses.

New HIV Statute and Regulations for Rhode Island - Applies to those who are NOT licensed Physicans or Nurses If you are NOT a licensed physician, physician assistant, certified nurse practitioner,
midwife or registered licensed nurse, you do need to be certified by the Rhode Island Department of Health by April 1, 2011 in order to conduct HIV rapid testing and/or
provide pre/post counseling. The following information pertains to the application process.
In order to be eligible to fill out the following application from the Rhode Island
Department of Health, you must complete the following steps.
Required Steps:
- Successful completion of QPTC Course
Successful completion requires that you attend all sessions of the course and
the new regulations from the Rhode Island Department of Health require that participants complete all the certification requirements with passing grades
and proof of attendance. (prerequisite: Integrated Communicable Disease 101)
- Successful completion of the QPTC Practicum
Once you have successfully completed the course, you will have 90 days from
the notification of passing to complete the QPTC Practicum. Dates when the practicum is being administered will be found on the RICPG website under the
About REACH tab. The instructions to book a Practicum appointment will come with your letter of successful completion of the QPTC course.
- Application to the Rhode Island Department of Health
You can submit an application to become a certified Qualified Professional Test
Counselor (QPTC). You will have six (6) month to complete your application once you have received notice of successful completion of the practicum.
Please submit your letter of successfully completing the practicum when you submit your application in writing to the Rhode Island Department of Health.
New regulations state that as of April 1st 2011, you need to have QPTC certification
to perform HIV rapid testing and/or pre/post test counseling. To allow enough time for the Department of Health to process the application, you should plan to submit your application by February 1st, 2011.
Please Note: If you were not a previously trained test counselor prior to 5-1-2010, you should
submit your QPTC certification application to the Rhode Island Department of Health.
If you were a test counselor prior to 5-1-2010, you need to successfully complete
the Booster and Practicum, you will need to submit an application to the Department of Health with all the forms and documentation as well as the successful completion
of six (6) contact hours within the past two (2) year in related content area. Your current status as a test counselor expires on 3-31-2011.
Once you have completed the above steps, you are eligible to become a certified QPTC. The application is available here. You will receive an official license number from the Department of Health. The certification will be issued for two (2) years and
will expire on the last day of the month two (2) years from the date of issue.
